The Royal Mail is in the process of changing its Postcode Address File (PAF) licence. The Royal Mail's intentions are to:
- Provide a simpler, easier to understand licence
- Reflect the commercial needs of PAF users
- Ensure charges are more reflective of usage
- Encourage and widen the use of PAF
The Big Changes:
- Pricing reflective of use (The price reduction will benefit low volume and infrequent users and help to attract new PAF licensees.)
- Flexible licensing options (End-Users now have a choice of licensing options to meet their requirements.)
Other Important Changes: A license to supply PAF data separately from its use is now available. This new Agreement will remain in place for at least three years. This means more stability for your business. It has been made compulsory to provide a minimum of 12 months notice of any price changes. This is a longer notice period than the Royal Mail previously offered. Reduced User royalty by a further 12%, and it is now 50% less than in 2006. Areas, which is the same price as one Postcode Area. System upgrades providing more resilience for service providers. You can now license another level of Third Party Solutions Provider, one more than was allowed previously. Associate Group licensing introduced in 2007 will continue to be available to support franchise-type situations.
The changes are to take effect on April 1st 2010.
